The Apache aircraft helicopter programme is a PFI to deliver a new fleet of attack helicopters to the armed forces in the UK. The total acquisition cost of the project is approx £4.117 billion. This report examines whether the Apache helicopter is being delivered in a timely manner and as a coherent package.

PFI Contracts are intended to pass risk to the private sector if this provides good vfm. In many cases the allocation of risk is straightforward, but there are a number of areas where detailed analysis is necessary. One such area concerns interest-rate and inflation risks. This note looks at i) interest-rate risk and hedging, ii) inflation-related issues, and iii) swap credit premiums.

The first highways management project to be procured in the UK through PFI was signed in 2004. Portsmouth City Council awarded the ‘groundbreaking’ £500 million contract to Ensign Highways, and from January 2005 Ensign Highways assumed responsibility for all aspects of highways management and maintenance throughout the City for the next 25 years. This report looks at the deal.
