The way government departments manage their PFI/infrastructure programmes plays a key role in achieving success and value for money. Departments have often asked how they compared with other government departments and their PFI programmes. For these reasons, the NAO approached ten government Departments in October 2009 to invite them to share their experience in managing programmes.

This user guide serves as an instruction manual for using the accompanying PFI Quantitative Evaluation Spreadsheet (the “Spreadsheet”). The Spreadsheet has been developed as a tool to assist Procuring Authorities undertake a quantitative analysis to support the Value for Money decision as to whether to use PFI or conventional procurement.

The Private Finance Initiative is now established as a major form of Government procurement. It is used to procure a wide range of public services, including hospitals, prisons and roads. Although there is now considerable experience of the PFI procurement process, there is much less experience of the issues that arise once the contract has been let.

PFI hospital contracts in the UK are awarded and managed by local health Trusts. The contracts use private funding to build and maintain hospital buildings. The contractor often provides support services, typically including cleaning, catering and portering.
