Red Dragon was a project between the Ministry of Defence (MoD) and the Welsh Authorities for the development of a site in South Wales. The original plan, with a cost of some £134 million included: i) the construction of a state-of-the-art aircraft maintenance facility (super-hangar), ii)  rationalisation to a single site and acquisition of a head lease on 725 acres.  This report looks at the project generally and how the MoD and the Welsh Authorities worked together.
