The payment mechanism is fundamental to a PFI contract as it puts into financial effect the allocation of risk and responsibility between the Local Authority and the Service Provider. It sets out the basis of calculation for the payment to the Service Provider for the provision of services.  This guidance deals with the payment mechanism for local transport PFI projects.
