The first highways management project to be procured in the UK through PFI was signed in 2004. Portsmouth City Council awarded the ‘groundbreaking’ £500 million contract to Ensign Highways, and from January 2005 Ensign Highways assumed responsibility for all aspects of highways management and maintenance throughout the City for the next 25 years. This report looks at the deal.

This report examines the maintenance of motorways and trunk roads in England by the Highways Agency , an executive agency of the Department for Transport. Road maintenance consists of routine maintenance, such as keeping roads clear of debris and cutting grass, and capital maintenance, involving the renewal of assets, for example resurfacing or reconstructing roads.
