The first highways management project to be procured in the UK through PFI was signed in 2004. Portsmouth City Council awarded the ‘groundbreaking’ £500 million contract to Ensign Highways, and from January 2005 Ensign Highways assumed responsibility for all aspects of highways management and maintenance throughout the City for the next 25 years. This report looks at the deal.
