The first highways management project to be procured in the UK through PFI was signed in 2004. Portsmouth City Council awarded the ‘groundbreaking’ £500 million contract to Ensign Highways, and from January 2005 Ensign Highways assumed responsibility for all aspects of highways management and maintenance throughout the City for the next 25 years.
