This guidance is addressed to authorities/councils/municipalities in the UK that may wish to consider proceeding as joint authority PPP or PFI projects. There are a variety of models that could be adopted, and these are explored here. Within these models there are a number of variables – which are also considered in this report.

The Private Finance Initiative is now established as a major form of Government procurement. It is used to procure a wide range of public services, including hospitals, prisons and roads. Although there is now considerable experience of the PFI procurement process, there is much less experience of the issues that arise once the contract has been let.

This Government report proposes measures based on research to build on the operational and contractual flexibility under PFI, including i) increased support to public sector managers;ii) measures that the Government is taking to improve the ability of the public sector to understand where PFI is likely to offer better value, and iii) seeks to bolster the professionalism of PFI procurement
