The Norfolk & Norwich University Hospital NHS Trust implemented one of the first PFI hospital contracts let in January 1998. The contract was a pathfinder deal which helped the Department of Health to establish a new market in PFI hospital procurement. This report looks at the refinancing of the transaction.

It was UK government policy that some hospitals were going to be built and managed as PFI contracts, as additions to the conventionally procured hospital programme. This report examines one such PFI project to see the extent to which it has absorbed the lessons of previous reports/projects and how value for money was established in this case.

PFI hospital contracts in the UK are awarded and managed by local health Trusts. The contracts use private funding to build and maintain hospital buildings. The contractor often provides support services, typically including cleaning, catering and portering.
