Before new PFI assets are constructed and services delivered, there is a process by which procuring authorities invite tenders and select a winning bidder for the contract.  In order for value for money to be achieved in PFI deals, all stages of the deal have to be managed effectively, including this tendering stage.  This report looks at this area of procurement and tendering.

In 2001 HM Revenue & Customs in the UK signed a 20-year contract with Mapeley STEPS Contractor Limited. The Department transferred ownership and management of around 60 per cent of its estate. The remainder of the Department’s estate consisted of private finance initiative deals on specific buildings, properties rented from other departments, and properties at ports.

The presentation outlines the developments and  issues for PFI in 2007. Overview: operational PFI projects, transition to IFRS accounting and transparency in the PFI market. Examination is given to Local Government Programmes and the management of operational PFI projects.
